6.3. Votes and Proceedings


Votes and Proceedings

"Votes and Proceedings" or "Minutes of Proceedings" of a Parliamentary Session are the legal record of the proceedings of Parliament. They are not a word for word record of everything spoken (Debate Record or Hansard), but they contain a description of all the decisions taken. In some Parliaments they are consolidated into Journals. "Programme of Parliamentary Business", "Weekly Schedule" and "Order Paper" are collectively called Calendars and lists the numbers and titles of bills, motions, questions, et to be considered under the orders of business, for each sitting of the House.

Votes and Proceedings

The "Votes and Proceedings" are the legal record of the proceedings of Parliament. It is not a verbatim record of everything spoken, but is a summary description of all the decisions taken. The "Votes and Proceedings" are compiled by the Clerks. The System should have a template for preparing the "Votes and Proceedings" and it should allow the Clerk to quickly and easily create, validate, and publish "Votes and Proceedings" documents without reentering data that has already been entered elsewhere in the system, like "Questions", "Petitions", "Motions" and "Amendments".
